Government & Agency Council
Policy & Innovation Center facilitates a Government & Agency Council, consisting of the County of San Diego, 18 municipalities, SANDAG, the Airport Authority, MTS, and the Port. Its purpose is to foster communication and leverage resources across jurisdictions and agencies to coordinate action and increase impact.


Through our Brookings partnership, local government entities learn of national best practices and federal funding opportunities. This information has led to the Policy & Innovation Center leading applications for more than $200 million in federal and state funding, and successfully bringing over $122M to the region over the past few years.
We have also developed policy dashboards, and infrastructure maps to inform local government and agency investments, mitigate flooding, and attract capital.

The Policy & Innovation Center partners with The Brookings Institution, the world’s leading think tank, which aims to create more prosperous, just, and resilient communities in America.
Through this long-term, first-of-its-kind partnership, Brookings Metro experts work collaboratively with the Policy & Innovation Center to leverage insights on national trends and best practices, federal opportunities and challenges, and cutting-edge approaches that can inform local and national policy conversations.

Priorities for the foundation include advancing racial and social justice, fostering equity of opportunity, building resilient communities, and mobilizing resources to provide critical services for those in need.”
San Diego Foundation provided seed funding to launch the Policy & Innovation Center in 2021 as a 501C nonprofit uniquely positioned to engage government, corporations and philanthropy in new ways to enhance the long-term sustainability and prosperity in the region.
