Policy & Innovation Center Names Alan Berube Senior Vice President

Nationally recognized public policy expert to lead organization’s expanding impact

SAN DIEGO (Feb. 5, 2025) – The Policy & Innovation Center (PIC), a dynamic think tank and social-impact incubator focused on helping diverse stakeholders tackle collective economic and environmental challenges, has welcomed Alan Berube as senior vice president. A recognized leader in the field of public policy, Berube will play a pivotal role in bringing PIC’s research and policy analysis to philanthropic organizations and cities across the nation.

Berube brings to PIC a wealth of knowledge and reputation as a nationally recognized researcher and advisor to cities. From 2022 to 2024, he served as interim vice president and director at Brookings Metro (a division of the Washington, D.C.-based Brookings Institution), and for two decades prior to that as its deputy director and senior researcher. He focused on the well-being of cities and regions, analyzing trends and policies that shaped their current conditions, and leading a team that developed policy solutions and strategies to create more inclusive regional economies.

He has published hundreds of research articles, successfully collaborated on projects in partnerships with local leaders from Orlando to Seattle, co-authored the book “Confronting Suburban Poverty in America” (Brookings Press, 2013), and shared his expertise with major national publications such as The New York Times, The Economist, The Wall Street Journal, and The Washington Post. He remains a nonresident senior fellow at Brookings Metro.

“In just a few short years, PIC has built an impressive track record of providing diverse stakeholders in the San Diego region with a reliable understanding of their communities and effective causes to champion,” says Berube. “Now, we are scaling to help local leaders here and in other regions creatively and sustainably deploy investments for the common good.”

In 2004, Berube served as an Atlantic Fellow in Public Policy at the UK Treasury, where he focused on mixed-income housing policy. Prior to joining Brookings, Berube was a policy advisor in the Office of Community Development Policy at the U.S. Treasury Department and a researcher at the Center on Budget and Policy Priorities.

In his new role as PIC’s senior vice president, Berube will help deepen PIC’s impact in the San Diego region and oversee a new coalition of diverse organizations across the U.S. to invest in addressing the most significant challenges facing their communities.

Berube holds a master’s degree in public policy from Georgetown’s McCourt School of Public Policy and a bachelor’s degree in chemical engineering from Stanford University. Berube and his family live in Washington, D.C., and in his new role he will be splitting his time between there and San Diego.
