Demonstrating Green Stormwater Solutions in Spring Valley

PIC is partnering with San Diego Youth Services and the County of San Diego to design and implement improvements to help collect rainwater for reuse and beautify parts of San Diego Youth Services Spring Valley campus. This project represents a new approach to stormwater management, public education, and workforce training—with benefits for the surrounding community and the region.

This demonstration project was initiated with San Diego Youth Services in 2024 and is supported by American Rescue Plan Act funding from the County of San Diego.

The Policy & Innovation Center invites sealed bids for Construction Services for Green Stormwater Demonstration Project at San Diego Youth Services Spring Valley Campus (3845 Spring Drive, Spring Valley, CA 91977)

Project Elements

The project plans include:

• Bioswale: a vegetated channel that will move and filter stormwater near the fields

• Underground cistern: a below-ground cistern that will collect and store stormwater for on-site irrigation to reduce utility costs

• Permeable pavers: along the edge of the parking lot to reduce flooding and treat runoff

• Fruit trees and native vegetation: for site beautification, shade, food and habitat

• Walking path: enhancements to the existing path around the fields

Once complete in late 2026, these features will serve as an outdoor learning lab for SDYS participants, campus users, and the community.

June 2026 Project Update

We welcome prospective bidders to join us for the following site walks scheduled for, Thursday, June 25th, from 12:30 PM – 2 PM, and Wednesday, July 1st, from 12:30 PM – 2 PM.

Project construction is expected to begin later this summer and will be completed by the end of 2026. Additional details will be provided on this webpage once a contract is awarded and construction schedule is in place.
